The implementation of all-component labeling regulations not only complies with national laws and regulations, protects consumers' right to know, but also provides more comprehensive product information so that consumers can choose products they need and love and avoid allergic raw materials.
The labeling of the cosmetic ingredient list has the following rules:
(1) The names of the identified ingredients are sorted according to their content in the formula, that is, the higher the ranking, the higher the content of this ingredient in the cosmetic. For example, water is the most commonly used solvent in most cosmetics, and in many cases it is the most contained ingredient, so it is generally at the top of the ingredient list.
(2) For the ingredients whose content is less than or equal to 1% in the product, they can be arranged in any order after the ingredients with the added amount of more than 1%, that is to say, there can be no particular order between such ingredients.
(3) Although the flavor is a mixture of various spices, it is only used as an ingredient in the formula table, marked with the word "flavor", and is listed in the ingredient list in the order of the added amount together with other ingredients.
(4) Pigments are generally marked with the index number of the colorant, such as "CI73015"; if there is no colorant index number, the Chinese name of the colorant can be used, such as "Sorghum Red".
It can be seen that the order of the ingredients does not represent their importance. For example, water and other substances such as glycerin and butylene glycol are commonly used solvents. In addition to their basic moisturizing effect, they are more important. It helps to disperse and dissolve the active ingredients in cosmetics, and help these active ingredients come into contact with our skin or hair to play a role. The content of many active ingredients may not be as high as water, and they are ranked after water in the ingredient list, but they are an important factor in the effectiveness of cosmetics.

Why do I often hear that there are so-called "cosmeceuticals" in foreign countries, but there is no concept of "cosmeceuticals" in my country's cosmetics regulations?

It needs to be clearly pointed out that not only my country, but also most countries in the world do not have the concept of "cosmeceuticals" at the legal level. Avoiding the confusion between the concepts of cosmetics and medicines is the general consensus of the cosmetics regulatory agencies of various countries (regions) around the world. In some countries’ categories of drugs or quasi-drugs, some products have the purpose of using cosmetics at the same time, but such products should meet the regulatory requirements of drugs or quasi-drugs. There is no "cosmeceuticals" that simply follows cosmetics management. .
According to the "Regulations on the Supervision and Administration of Cosmetics," cosmetics labels are prohibited from indicating or implying content that has a medical effect. Cosmetics advertisements must not express or imply that the product has a medical effect, must not contain false or misleading content, and must not deceive or mislead consumers. For products registered or filed in the name of cosmetics, it is an illegal act to declare the concepts of "cosmeceuticals" such as "cosmeceuticals" and "medical skin care products".

How to check cosmetics information?

At present, the registration and filing information of domestic and imported cosmetics can be inquired through the product name, approval number or filing number on the website of the National Medical Products Administration or the mobile app "Cosmetics Supervision". The sampling information of cosmetics will also be announced on the official websites of the State Drug Administration and the provincial drug administrations. When we inquire about the identity certificate of cosmetics, we must see the detailed product information on the website of the State Drug Administration, not only the registration and filing information, but also whether the product name, manufacturer, and outer packaging are consistent.
